The application period for the Level 1 Fall 2024 cohort has now closed.
The GNWT Leadership Development Program is delivered in partnership with Aurora College. Through the program, participants will:
- Acquire knowledge and skills in the subject areas of leadership development.
- Develop skills which will allow them to better engage, communicate with, and manage their respective teams in the workplace.
- Develop a base of leadership skills so that they can continue their leadership development as they are exposed to increased responsibilities in the workplace.
The program has two levels available for participants.
- Level 1 of the program is targeted towards new and aspiring leaders. It focuses on enhancing awareness of self, self-expression, interpersonal skills, decision-making, and stress management as they apply to leadership competency.
- Level 2 is designed for experienced leaders to further develop their leadership capacity and to build upon their experiences in leadership roles.
Each level contains a Pre-Entry Workshop and 9 modules to be completed at the rate of one module per month. Both levels include a combination of modules delivered in-person and online, as well as an on-the-land component.
Each participant will identify a Mentor who will be part of their learning journey throughout the program. Mentors will be supported through a 1-day Mentoring workshop, a written agreement, and will be expected to attend a half day module at the start and one day module at the end with their mentees and attend the program completion ceremony.
The length of time required to complete each level is as follows:
- Level 1: 9 modules at 21 hours each over 9 months
- Level 2: 9 modules at 11 hours each over 9 months
- Mentors (Level 1 and Level 2): 1 day Mentoring Workshop and participation in ½ day of Module 2, 1 ½ day in Module 9 and attendance at the completion ceremony.
The content of the modules and the case studies are continuously reviewed to ensure they are current and relevant. It is critical that those who apply MUST be able to attend all modules as scheduled.
Full program attendance is mandatory. However, if participants miss a module, they have one year in which to complete the program if space is available to accommodate make up participation.
Eligibility
The GNWT Leadership Program is open to all indeterminate and term territorial public service employees except employees covered by the Northwest Territories Teachers’ Association Collective Agreement and employees of the Northwest Territories Power Corporation.
Priority will be given to Indigenous Aboriginal candidates in accordance with the Affirmative Action Policy. Employees must declare their status when submitting their application to be given priority placement.

It is critical that those who apply MUST be able to attend all modules as scheduled. The applicant's supervisor must commit to supporting the time commitment required to complete the modules.
Application and Selection
Cohorts run annually commencing in September – June inclusive and January-December excluding July/August.
Level 1: Cohort 1 – September 2024 to June 2025; Cohort 2 – September 2025 to June 2026
Level 2: Cohort 1 – January 2025 to December 2025; Cohort 2 – January 2026 to December 2026
Each program cohort is designed for 20 participants; therefore, departments are allotted one seat each.
Departmental deputy heads are responsible to select successful candidates for each cohort ensuring that priority placement is provided to Indigenous Aboriginal candidates in accordance with the Affirmative Action Policy.
Program Cost
The fee is the responsibility of the employee’s department. In addition, any duty travel coordination and related expenses associated with attendance are the sole responsibility of the employee’s department.
Program Fees for 2024/2025:
If an employee is registered for a module or modules but is unable to attend, the department will remain responsible for all costs.
Should a participant change departments, they remain enrolled in the program; however, costs for any remaining modules and other expenses are the responsibility of the employee’s new department.
